He is first and foremost a "Republican", and will do or say absolutely anything he thinks will help keep "Republicans" in power, no matter their ideological bent. That's why he can idolize Reagan, kiss up to the socially liberal Schwarzenegger, and support politicians who drive through huge, bloated bugets.
